Die erste Projektstufe

 

In einer ersten halbjährlichen Eingangsphase (Stufe 1) wollen die am Projekt İNPUT beteiligten Projektpartner und -netzwerke mit der Zielstellung der Weiterentwicklung von Instrumenten und Verfahren der Qualifizierung und Unterstützung des (Wieder)Einstiegs in Beschäftigung von arbeitslosen Menschen mit Migrationshintergrund sowie von arbeits­losen Personen über 45 Jahren folgende Aktivitäten vorbereiten:

  1. im Rahmen einer landesweiten Online-Befragung den spezifischen Bedarf von Akteuren der Arbeitsförderung an innovativen Instrumenten und Verfahren sowie ihre Vorerfahrungen mit transnationaler Zusammenarbeit erheben;
  2. einschlägige und dokumentierte Erfahrungen guter Praxis insbesondere innerhalb der Europäischen Union recherchieren, aufbereiten und in Auswahl der Praxis zugänglich machen;
  3. auf der Grundlage der Befragungsergebnisse, der besonderen lokalen Ausgangssituationen und Bedarfslagen an den Projektpolen mit Unterstützung der transnationalen Partner und dem europäischen Netzwerk TANDEM PLUS gezielt internationale Erfahrungen guter Praxis recherchieren und ggf. einen zusätzlichen Aufruf ausloben;
  4. unter Beteiligung der an den Projekterprobungspolen federführenden Projektakteure (Träger vor Ort sowie entsprechende Stakeholder der Kommune bzw. des Kreises, der Agentur für Arbeit, der beruflichen Bildungsarbeit, der Arbeitsförderung der zielgruppenadäquaten sozialen und Integrationsarbeit) sowie VertreterInnen der betroffenen Zielgruppen und von Migrantenorganisationen soll aus den gesammelten bzw. eingereichten Beispielen guter Praxis eine Auswahl erfolgen, welche transfer- und erprobungsfähige gute Praxis in den Transfer übernommen und erprobt werden soll;
  5. auf der Grundlage einschlägiger und bewährter Praxis exemplarisch lokale Maßnahmen implementiert werden, die bedarfsgeleitete, kooperationsfähige und realitätserprobte Andockstationen für eine spezifischen Innovationstransfer (Entwicklung, Erprobung und Evaluation) verfügen bzw. dafür ausgerichtet werden;
  6. unter Beteiligung der transnationalen ExpertInnen die Zielsetzungen und ein Fahrplan für die spezifische Entwicklung und Erprobung eines Innovationstransfers detailliert und vereinbart werden;
  7. in der Zusammenarbeit mit dem europäischen Netzwerk TANDEM PLUS sowie seinen europäischen ExpertInnen und den VertreterInnen der ausgewählten guten Praxis ein erster Beitrag für die transnationale Zusammenarbeit und die Vernetzung einschlägiger Akteure der Arbeitsförderung geleistet werden;
  8. die Ergebnisse aus der ersten Phase (2. Halbjahr 2010) – Onlinebefragung, Recherche, Ausschreibung, Auswahlentscheidung, Planung und Vereinbarungen zum Transfers – in einem Arbeitsdokument zusammengefasst werden.

 

Die Hauptphase des Projekts İNPUT

 

In der zweijährigen Hauptphase 2011 bis 2013 wollen die an İNPUT beteiligten Projektpartner und -netzwerke jeweils unter lokaler Federführung der jeweils ortsansässigen Kooperationspartner (BBQ Berufliche Bildung gGmbH, JuFuN e. V. sowie Forum der Kulturen Stuttgart e. V. (bzw. ausgewählter hier organisierter Migrantenorganisationen), in enger Kooperation mit verschiedenen ExpertInnen bzw. AkteurInnen der ausgewählten Transferbeispiele guter Praxis und mit aktiver Beteiligung lokaler Stakeholder und Begleitung durch den Projektträger Maßnahmen fortentwickeln und erproben, die den lokalen Bedarfen und der Besonderheit der Zielgruppe Menschen mit Migrationshintergrund Rechnung tragen, die Erfahrungen transnationaler guter Praxis aufgreifen und innovative Ansätze für die lokale Umsetzung anpassen und weiterentwickeln.

The first project phase

 
In the first semi-annual starting phase, the İNPUT Project partners and networks, with the aim of a development of instruments and procedures of training and support to the (re) entry into employment of unemployed people with an immigrant background and unemployed people more than 45 years ago, will prepare the following activities:

  1. Research of innovative instruments and procedures, as well as prior experience in transnational co-operation, organised within a regionwide online survey for the specific needs of the actors of employment promotion;
  2. Research of relevant and documented experience of good practice, particularly within the European Union research process, and make some selected practice accessible;
  3. Research of well-targeted international experience and good practice (possibly to be launched in an additional call) based on the survey results and the specific local initial situation and the needs of the two projects poles (Schwaebisch Gmuend and Reutlingen – Tübingen – Northern Black Forest), to be organised with the specific support of the transnational partners and the European network TANDEM PLUS;
  4. Promotion of the participation of local stakeholders and actors (institutions of the city and appropriate stakeholders of the municipality or the district, the employment agency, vocational education, the promotion of employment of the target social group and integration work) as well as of representatives of the affected groups and migrants‘ organisations, to be involved in the selection, transfer of good practices in a testing and implementation phase;
  5. implementation — based on significant good practice —  of the local activities as well as the preparation of local docking stations for a specific transfer of innovation (development, testing and evaluation), focused on the needs and able to co-operate and to be tested on real situations;
  6. planning and detailing of targets, working plans and a timetables of the two-year main phase — partly in cooperation with transnational experts of selected good practice — for identifying, testing and tranferring the proposed innovation;
  7. promotion of a first step of trans-national cooperation and networking between relevant actors of employment, with the support of the European network TANDEM PLUS and its European experts and the representatives of selected good practice;
  8. Colletion of the first results of the first phase (second half of 2010) in preparation of the online survey, research, bidding, selection decision, planning and agreements for transfers to a combined all-in-one document.

 

The main phase of the İNPUT project

 
In the main phase during the years 2011 to 2013, İNPUT project partners and networks will develop and prove measures, taking into account the local needs and the particularity of target groups with a migration background. They will pick up the experiences of good transnational practice and adapt and further develop innovative approaches for a local transfer. This will happen in the different local areas under the leadership of the local partner organization (BBQ Vocational gGmbH, JuFuN e. V. and Forum der Kulturen Stuttgart e. V. or the selected migrant organisation), in close cooperation with different experts and actors of the selected experiences of good practice and with the active participation of local stakeholders and the project implementing organisations.
